Clients in Germany and Austria are businesses, so invoices inside the EU are generally issued under the reverse charge procedure and the client accounts for the VAT.
Switzerland sits outside the EU VAT area. Services supplied to a Swiss business are normally taxed in Switzerland under the Bezugsteuer, the Swiss reverse charge, which the client settles. Confirm both treatments with your accountant before the first invoice goes out, because getting the place of supply wrong is expensive to unwind later.
